TH 61 Bridge and Roadway Reconstruction

The Withers Harbor Bridge, located immediately east of the TH 61 and Bench Street (CSAH 1) intersection in Red Wing, is an approximately 500-foot-long bridge that extends across Hay Creek, adjacent wetlands, a city trail, sidewalk, and Withers Harbor Drive. Replacing the bridge and approach roadways encompasses approximately 0.4 miles of the TH 61 mainline.

In addition to the reconstructed roadway and drainage system, this project also reconstructs sidewalk facilities, signal systems, and the Hay Creek Trail under TH 61. Sambatek designed the trail and a multi-use plaza adjacent to the trail where users can sit in the shade of the new bridge and take in the views of Hay Creek.

In addition to the bituminous shared-use path, Sambatek also designed an aggregate trail for walkers and bikers to access the creek area. Sambatek also redesigned a DNR snowmobile trail that traverses under the structure – impacting the design of the bridge abutment and slope paving.

Sambatek led the project and managed the QA/QC process for the entire design, from layout through final design. The team coordinated utility relocations, designed the two-year staging with crossovers, and led public engagement. The design team worked closely with the city and county to address the cost-sharing required of the project for a locally owned lighting system and impacts on adjacent local streets. The team also worked with MnDOT to develop a staging plan that meets the needs of the multi-year construction project while allowing room for the contractor to work.
